Rule 5
Organization and Management Survey and Post Registration
(1) When the police head office prepares an organizational structure for establishing a new office within the police organization after taking approval from the ministry, creating a new position or changing the existing organizational structure and position, the program, work load, financial and other obligations, effectiveness of service delivery, available Organization and management survey should be conducted on the basis of human resource, cost impact analysis and adoption of new technology including reasons and rationale.
(2) For the purpose of sub-rule (1), there shall be the following organization and management survey committee:-
(a) Joint Secretary, Ministry – Chairman
(b) Deputy Inspector General of Police or Senior Superintendent of Police, Directorate of Investigation and Planning, Police Headquarters – Member
(c) Authorized Representative, Ministry of General Administration – Member
(d) Authorized Representative, Ministry of Finance – Member
(e) Gazetted police personnel appointed by the Inspector General of Police – Member Secretary
(3) Based on the recommendation of the committee under sub-rule (2), the police head office shall evaluate the organization and management survey and send it to the ministry and the ministry shall take the consent of the ministry of finance and submit it to the Government of Nepal, the Council of Ministers for approval to create or abolish the post.
(4) The police head office shall send in writing to the police library for registration within fifteen days from the date of receipt of approval to prepare the form of organization, change the organization structure or positions or create or cancel new positions in accordance with this rule.
(5) After receiving the details according to sub-rule (4), the police library shall update the details and send the information to the police head office and the ministry within seven days.
(6) After the commencement of this sub-rule, when the post of Senior Deputy Inspector of Police, Senior Constable of Police / and Assistant Constable of Police is established for the first time, the post of the following posts shall be filled by completing the procedure of this rule without increasing the post of the following posts existing at the time of commencement of this sub-rule.will be executed:-
(a) Deputy Commissioner of Police; Senior Deputy Inspector of Police and Deputy Inspector of Police, by increasing the rank of Inspector (b) Senior Police Constable and Police Constable without promotion to the post of Police Constable,
(c) Police Assistant Constable and Police Constable post without promotion to the post of Police Constable.
